Digital certificate

Can anyone advise us how to obtain our digital certificate? We were told to get from our town hall, they just said no. We need it to obtain our residencia. Thank you

Thanks for that. We have tried all of that, input info, accepted conditions but it will not send. We have been advised to use an agent to do.
