Gardening - local knowledge

Have done a lot of broad scale farming and gardening in other countries, but with totally different soil types and annual rainfalls to this region. 

I've gardened successfully in small LA gardens but only using bags of good quality compost. 

Looking for shortcut advice from any gardeners who have had successes here with the terra rosa, much of which which I suspect has been nutrient exhausted over the generations.
