When are the police going to designate cyclists to roads pavements walkways or wherever today a child playing was hit by a cyclist on the pavement luckily not a lot of damage but this continued dangerous pastime should be stopped by way of fines for people found breaking the rules it is dangerous for children and adults

Normally enforcemnent does not happen. Where  "No Cycling" signs are erected and ignored by cyclists the Police/ Guardia will act on complaint.

If there is an incident its best to take photographs/video and witness cooperation. Phone the Guardia Civil.

Its best to downliad the app AlertCops for android or ipod.

You will have the facility with this app for instant communication to the Guardia.

The app will tell the Guardia who you are and exactly where you are located. You can pick the type of incident from the app.

The app AlertCops was designed by the Guardia for the English.

A collision with a child is a very serious offence and should be reported as with any pedestrian incident.

The cyclist concerned if he was on a No Cycling walkway is not only breaking the law he is also dangerous. An illiterate retard for not paying attention to the clearly identifyable No Cycling signs.
