I have been looking for a place that does photos for ID etc and found one in the old town behind the Encarnacion hotel in the mall. Its called LAPIZ DE PAPEL. There is a photo studio at the back called AURORA. They do all types of photography. Make sure you know the size you require. The shop also has a machine for general photos from your mobile, camera etc. Hope this helps.
