Registering at the Health Centre

Hi, I am moving to Los Alcázares this weekend, and have forgotten the procedure for registering at the Health Centre. Do I need to register for a Padrón first, and if so, is that issued by the Town Hall? Next question, if it is the Town Hall, will I need an appointment, and how easy is it to get one? Any help or suggestions will be appreciated. Thank you.
