Water and sewage

Hi. I am looking at building a new home on a piece of land I own on the edge of Dolores de Pacheco. It has an electricity supply on the land but not water or sewage. I can see the manhole for the supply at the end of the road. Can anyone advise me on who I speak to regarding a new water supply to my land?
