We bank with caja rural central, set up by our solicitor . We pay 43.80€ per year. Was told one of the best commission rates. What do other banks charge??
We do like the bank, very good service plus home insurance

If you like the bank then why not ask them for free banking?
I bank with La Caxia and have done for many years, they wanted to charge but I asked why? and said I was not prepared to pay a commission they agreed and I do not pay for transactions cards ect
Many banks in Spain used to charge but are now realising with competition and internet banking they are gradually stopping this practice.
Then again I am a resident perhaps if you have a non resident account they may want to charge.

Never realised you could ask the question about removal of fees!! Good to know. I am a nonresident though so it may be why.
