What goes on at the Civic Centre, Los Narejos?

Walking from the market SWMBO noticed a large building on C/Germán Arais - the road between the Biblioteca where the health centre is on C/Ferrocarril and Avenida de Libertad. It is joined to what has been a boxing and sports hall, but is signed as Centro Civico Los Narejos. Obviously a local authority place, but what happens there?
