You also nerd the medical certificate. Try Centro Medico de Conductores Juan Zabala. These centers do everything. The fotos, medical etc. and all the paperwork. A lot easier than trying to do It yourself.

We have done all this. Just needed photos which we have now.

Go to the medical centre next to traffico in Cartagena. It's 15€ and do everything for you
