As a non resident property owner, can I own and drive a Spanish car on my British driving license?

Yes.
As you are a property owner you will no doubt have an NIE, which is normally needed to purchase a car in Spain.

Simple answer is yes - provided it is a valid photo licence. Note that the photo is only valid for ten years, so make sure you have it up to date.

No change yet, but could come now Brits are foreigners.

Brits have always been foreigners surely? Whist the UK is no longer a member of the EU Spain has currently taken it upon itself not to recognize UK driving licences, unlike the French. Spain does however have an exchange agreement in place with some 20 Countries globally including Monaco, Japan and South Korea so it would make sense for them to reach an agreement with the UK. Post BREXIT the UK will still exchange a Spanish driving licence without the need for the driver to sit a UK test, either Therory or Practical.

Original Poster asked whether he could purchase a car and drive in Spain with a UK driving licence as a non resident property owner.
To purchase a car, an NIE is normally required, so answer was/is 'Yes', you can purchase a car as a non resident, assuming you have an NIE. As a non resident property owner, almost certainly will have had to obtain an NIE. (UK driving licence not needed for purchase)
As a non resident, OP can drive in Spain on his UK driving licence for the 90/180 day period he is allowed to visit Spain, therefore answer was/is 'Yes'. (i.e. his UK licence is recognised and accepted for driving in Spain during this period)
Exchange of licence is only applicable to Brits who have obtained residency, which is a different scenario.
I agree that unless request to exchange was made prior to 31 Dec, 2020, Spain currently will not process a new exchange. (Hopefully Spain will align with other countries in the not too distant future)

Latest update!! Citizens Advice Bureau Spain announced an extension to the agreement yesterday, which is that British citizens with residencia in Spain can now continue to drive on their UK driving licences until 31st December 2021.
