Non resident Bank account

Hola Amigos
Does anybody know the best local Bank to take out a non resident account and what the charges are?
My Bank (Bankia) charge me 9 euros per quarter for having a debit card and also 20 euros annually for online banking so a total of 56 euros.
I have had this account since 2006 so i think it's maybe time for a change?
