New speed limits from May

It’s strange but I have no thoughts either way on speed limit of 30km or 20mph ish but tonight on way home we were trying out speed limit and was overtaken by an electric scooter ???? No crash helmet no lights that I could see and looked like he was 14-16 years old seems like unfair
