Could someone tell me how I can obtain a copy of the legal document that covers the rules for a community of apartments please? I understand that if you live or have a second home in an apartment complex there are rules and regulations regarding community matters in Spain?

Each comunidad forms its own rules based on the above. The best person to help you understand this would be a specialist lawyer or an "administrador de fincas" who are often employed to run a comunidad de propietarios. It's not an easy read!

If you have already purchased the property ask the administrator/president of the comunity.
If you are just looking to purchase ask the estate agent or person you are contemplating buying from for the rules and regulations
The comunity fees differ greatly with each complex so this is also another thing to take into consideration.
