I don't know the answer to your question as I pay mine with my IBI tax as Direct Debit form the Bank on a Monthly basis - spreads the cost....
Only suggestion is to go to the SEF Office next door to the Gran Via Cafe and ask in the Agencia Tributario Office. It is a number queuing system, like you get in the Consum Supermarket for Fish & Meat. You press the Purple button for a ticket. Andreas speaks excellent English and the girl, a little.
