Heard rumours a few weeks ago and a statement that said it was by royal decree

Nothing concrete as of yet

This is for immigrants, mainly illegals who don't have anything so they can get healthcare.

All the information I have read  ..regarding free health care in Spain refers to destitute individuals living in rented accommodation.... But if you are under UK retirement age you can pay into the Spanish NHS system if you don't take up a job this cost around 65 euro's per month per family member depending on age and you will need to be approved as a resident of Spain before acceptance ...you will still need private insurance to untill you have obtained Residents status ..also to obtain Residents status you will need to proof of income ...around 6000 Euro's per family member per year ...private health insurance will cost you around 65 euro's per month and can be used worldwide ..and wiil cover you in the event of death or accident and fly you back to your country of choice stated on the document...so joining the Spanish system would not be a Good choice if you can get Private Health Care for around the same money.

not the case, universal care has been implemented,july 28th, for all,  but cab spain advises to continue  with health cover , until inss inform you,  otherwise that wouldve been correct ,free health care ruling , actually , was stated in 2003, but a 2012 ruling was applied , convieno has  been abolished,  you cannot apply for this, (cab spain),

if you are a job seeker you are covered for 6mnth, ehic, without residency, but advise, to contact police, when arriving, 

if you are claiming job seekers contribution based allowance then you must have proof of job hunting and liase
