It might be easier if you got the company you used to buy or rent your property from to arrange this for you.

Hi presumably you used a Lawyer if you are buying. It is in their remit to arrange handover for you as it can be time consuming for you and expensive. If the place you bought was previously owned and decent Lawyer would ensure you remain connected with minimum or no cost, usually they will agree a set fee to carry all this out.

If you did the whole change over of occupation with just an Agent, and that sometimes happens, you need to get onto them.

If it was me I would be complaining to both as its not your responsibility.

If you are just renting, same applies complain to your letting Agent.

You have been short changed in either case.

Good luck, from a neighbour in La Tercia.

Best wishes Al
