10% on top of your costs is the normal to add on.

I was looking to buy a golf repo apartment but what put me off was the service charges per month. At least €100-150

Think carefully places like terraces are cheap for a reason you are unlikely to be able to sell it in the foreseeable future and the service charge is a put off for most buyers if you buy a property then there are normal charges but a monthly charge can be an expensive cost after buying a place there are plenty of places for sale not on a complex no charges and try an advert private buyer wants 2 bed appt and the area can save you 1,000s in agents fees
