Noise disturbance! Help/advice needed please

Hi

We have recently completed on a new apartment in Lo Pagan and came out to see it for the first time last week. Everything seems great apart from an issue with a faulty metal drainage grate running across the road directly outside our property that makes a very loud noise every time a car drives over it. This might seem a rather minor issue but the noise caused a disturbance throughout the night!

Does anyone know how we would go about getting this problem looked at? I am presuming we would need to contact the town hall but any advice or contact details of where to start would be much appreciated.
