Basement property with damp

We are thinking about doing an offer on a property with a basement in Nueva Marbella area.
The basement has just been painted and there was a light moisture smell (could be due to lack of ventilation).
Would this be a red flag? Is this area notorious for damp or does anybody here has a property with basement that can be used without any issues? Ideally in future we would like to see if we can turn it into an additional bedroom.
