N.I.E CERTIFICATE

If you purchase a property in 2007 you would have an NIE as this is necessary for the purchase.

By your agent? why are they requesting this? are they confused as so many "Agents" are, and thinking you need a TIE which you cannot have as a non resident.

Eduardo is correct, you obviously already have a NIE number otherwise you would not be a home owner here!

 I need it for the town hall so I can get my finances in check, need to pay my back taxes, 300 euros ish per year since 2007,

I would but I live in England, and have commitments in England ,at the moment.just found out about this bill .

If, when you purchased your property, someone else arranged for your NIE on your behalf, i.e. your solicitor or gestoría, then it's possible that they still have your original document. I would check with them first before trying to obtain a duplicate as you should always have your original NIE for any legal transactions and if you were never given it, then someone else still holds it.
