I'm in MDC too. I use Cajamar in Los Belones. They have an English speaking guy there. they charge €15 a quarter or if u place €1037 in a savings account banking free. There are other options but I have not checked them out
I have found this bank to be excellent

We have our account with Cajamar (online banking) and up to now it is free...incl debit card
