Registering new car in Mazarron

I bought a new car last year in Cartagena and now have to register it for tax in Mazarron, can someone please tell me where I have to register and what do I have to take, and do I need an interpreter.
Further to my above message, someone advised me to go to Zamora in Mazarron by Costa Hotel, I can strongly recommend them for all your driving, ,tie cards etc
