Debt on purchase of property

It was my understanding that when purchasing a property it’s normal for the seller to pay any debts on it comm fees tax etc upto the date of completion as outstanding debts are passed to the buyer but I’ve just heard of an instance where the seller wants to settle debts after completion 

Anyone else had this?

No.

But when my wife and I purchased our house, there were issues with the extension and the pool. The owner had gained planning consent, done the construction work, but not paid his taxes and updated the deeds accordingly (not recorded with the town hall).

Our Spanish solicitor prepared a contract under which we made a stage payment enabling the owner (the seller) to sort out the legal stuff and get the deeds updated before we made the final (much larger) completion payment.

It felt a bit uncomfortable at the time, but I don't think it is all that unusual.
