Constant deep barking dog on or around D34

Absolutely constantly deep barking dog on or around D34ish sounds pretty distressed - any advice what to do about it - if it because owners have left it at home for their own indulgence then that is bad but there might also be the possibility that the owners are in difficulty. This is not normal for around here. What can I or should I do - don't really want to go butting my nose in if the owners are there and just obnoxious. Should I call the police. Any advice would be appreciated.
