All your Spanish direct debits can be paid from your Wise euro account.
All your local taxes, IBI, car tax etc can be paid from Wise as well.
Some Spanish companies will insist that you use an account with a Spanish IBAN code this is actually against banking rules.

I was in Ireland when I set up my Wise account so it was registered there. Was in Spain by the time I set the N26. Was a few years ago so to be honest not sure what the situation is atm with card delivery.
