We had an appointment at the town hall. We took passports with copy nie and receipt for ibi payment.

Well the chap at desk 9 would not accept the receipt for payment for ibi and he wanted the actual bill which we never had as it is paid by dd.

We then found the tax office which is within walking distance of the town hall and a very nice man helped us and printed off the bill at no charge. Went back to town hall and he accepted this and processed the padrons at €2 each. 

We are now in the process of residencia application.
