Certificate of Habitation
I read on one of the older posts on here that it was stated that most people on here do not have a certificate of habitation although they are connected to the Electricity and Water supply is that really the same now?

Yes it's a fact that very few owners have habitation certs...this is due to the fact that the Builders Masa ...got thrown off Camposol by the council ... as long as you buy a property with a Escutura & Fin De Obra you can have the water and electricity connected ..the council have adopted some parts of Camposol and are in the process of adopting the rest of the site ...so you will eventually get a Habitation cert either way this does not stop you buying or selling a property the majority of what is on the net about Camposol is from many years back ...and it's a fact that it was just not Camposol that had problems with bad construction companies as just about every building site especially the so called Golf resorts went into Bankruptcy protection around 2008 ... leaving the sites they started unfinished... Camposol got off lightly .
Thank you for the information however our issue is that we cannot obtain the mortgage we need without either a 'certificate of habitation ' or a 'second occupation licence'.

To get a Spanish mortgage you will need at least 40% of the asking price in your bank and when you factor in the 12% legal/buying costs and so on you are looking at finding 52% upfront ..the minimum they will lend you is €50,000 + your €40,000 + your 12% so you are looking at buying a property for a minimum of €90,000 this is the main reason that you see so many properties up for sale for a long time..I know of 3 people that have Spanish mortgages on D sector ... Spanish mortgages are also very expensive to pay back.
We have much more than 40% available, probably nearer 80,000 euros and we currently have a Spanish mortgage through La Caixa bank for 1.25%
The Mortgage is not the problem, but not having a certificate of habitation or a second occupancy license is the problem but we are hopeful that the vendor will apply and obtain the second occupancy license and then we can make some firm arrangements.
