No, it's different
IBI is basically Council Tax which can be set up by direct debit, so you don't have silly Solicitor fees attached to it and
None residents tax is another tax, which is ok to pay by yourself if you know where to get the paperwork, but it's easier to just pay Spanish Tax forms dot co dot uk to do for you, for a simple fee of 30 euros, rather than pay an extra 100 euros for your Solicitor to do it, Solicitors love this free money for doing nothing!
