Any advice please? Just come over to find they’ve put up a right bodge job roof extension, some bits have fallen onto my new extension roof and it looks like part of it is on my roof! I have to assume there’s no planning so contact the town hall?

I would at least try talking to the neighbour first of all. There is little worse than having a problem neighbour, particularly if you are not there all the time.

I’ve just been informed by neighbours that you need a ‘licence’ to do pretty much anything here. Change your garden wall, paint, put paving slabs down etc. You’re supposed to ask for these at the town hall and they only cost a few Euros and they give you a piece of paper for it.

I’m running out of time over here, is it something I can do online? Or only town hall?

Only town hall, with your pictures, and hope the neighbour is not a councillor or related to one. Comares used to send out the "Señorita Handcuffs" local policewoman.

Heavens, talk to neighbour first, define your problem, and the solution you require,  articulate his role in it(problem and solution), ask if he can or is prepared  to solve it for you. If yes, happy days if no then inform him of your intentions(go to Council I  presume).

When we had a really small downstairs bathroom extension built it took 3 months for a surveyor to come out and ok it, plans and 200 to town hall, there’s no way that bodged window  can be approved, will email first then maybe go to town hall
