I have been looking for some clarity on this also and have found the following quite helpful:

Apart from the general info this site also contains some interesting drop down menu´s (top ofpage) e.g. on how to determine which E-class your vehicle is in.
The official situation by law (I think ?!) is that all cities/communities with more than 50000 inhabitants should implement this law from 2023, but it seems only few have done so to date.

Most definitely not near York or Timbuktu for that matter....Alacant / Alicante has an access regulation in its historic centre.
Having looked that is the only 'local' regulated area I can find. It does, however, appear that many more will be added in 2023.
