The problem is that nobody can see the dog. He is locked in on a rooftop terrace, out of sight for everyone except anyone who stays in the apartment we are in. It can not be seen from anywhere else.

...ong with the dog’s poop and urine all over the terrace. Obviously nobody has visited, cared for or cleaned this animal since we have arrived. This is pure animal abuse! Where can we get help for this poor sweet dog? It is very scared but absolutely loving and kind any time we check on him. Please help!

If the dog is in a PHASE 1 RIBERA beach block (by the first roundabout and looks over the fields) the admin is INMOMAR ADMIN de FINCAS www.inmomar.com Antonio Ruiz 968 143 580 down on la Manga Strip.ENGLISH spoken Also the residing presidente of the flats' communidad may have keys and some authority to enter.. mistreating animals is against the rules of our communidad . R y J phase 1 but not there just now.

We have already left but I am trying to make sure the dog gets some attention and help.
The police has already been contacted, but nothing happened. This is why I posted on this forum,

Spanish police are useless unless your doing 1 mile over the speed limit
GIVE IT FOOD AND WATER FOR NOW AND I will look up animal charities for you ? it cant be that hard and please follow the advice from all the other replies on here to your OP
If it was me I would just jump onto the roof terrace and taker the dog and look after it and then find a home for it !!!

Dear Househunter67, thank you for your concern. We are tourists visiting for a few days. As I said we have already left, but I am hoping to raise the attention of someone local who can help more effectively.
