I did one recently regarding a small business and it had to be taken to the town hall relating to the business that was complained about. The process is take it in and hand to relevent department and get a copy back. The town hall then send it by registered mail to the busieness or whoever, If they don't accept it, they send it again and again. If after 3 attempts they just give up and it is up to you to then get a solicitor if you want to take it further. We decided it was a waste of our time and potentially money to continue. My friend who works with the mayor, confirmed this is how it works. I don't know if it is the same in all areas
