...an EU citizen & you can apply for it when you are in Spain but again only if you are a EU Citizen. Otherwise you must apply in your country of residence.
The requirements are clearly set out in their website balcellsgroup.com
You can then proceed to get your residency card (TIE) which allows you to stay in Spain as an EU citizen legally and permanently. We don't require that as we only want to stay here twice a year for longer than 90 days legally.
It means we can stay in Spain for 183 days without becoming a resident. We hold Irish passports.

The Registration option was available to we Brits, pre-Brexit, but alas no more.
I went directly to Residency, so I had no reason to find out what was needed for Registration. Do you need health cover, or does travel insurance/EHIC do the job ?

Yes, it's a shame things changed but hopefully the Spanish who have always been very welcoming to UK residents will find away around the issues that currently exist - it would be in their interests to do so given the huge number of British living and holidaying here.
Our EHIC cards do work here hut we also have both private medical insurance in Ireland and travel insurance also. It has worked very well for us for over 18 years and happily we don't often fall ill.

Is it not a question of which passport you hold but where you are resident? I am fairly sure that say an Irishman resident in the UK would have to follow the same rules as an Englishman? Or have I got this wrong?
