...rear passenger did not have his seat belt on which 100% did.We tried to reason with them and say this was not the case but they still issued us with €200 fine.One officer said if we proved our NIE we wouldnt get fine but then back tracked and said after I provided NIE fine still but dont have to pay today.To me these are corrupt  officers has anyone had a similar experience and if so how do you appeal.

Contact the Citizens Advice Bureau Spain's website and Facebook group. They have lawyers on hand who can assist in this type of problem.

If it was the local police then you complain at the Town Hall. You need to take someone who speaks good Spanish. The town hall will pass the complaint onto the police commissioner who will look into it. 

Bear in mind most fines are reduced to 50% if paid within 20 days so you need to check the paperwork and see what it says. ...

Police are not allowed to issue on the spot fines to be paid immediately  or ask for cash, if they try this then say you will go to the police station with them to pay it there. This used to be quite a common scam amongst some police officers, taking cash fines off tourists for no good reason.

Your sister in law could contact her car insurance and see if their legal dept can help, depending who the insurer is she may be covered for dealing with traffic fines and at the very least they could offer advice. It's worth a phone call I think.

I have contacted the Citizens Advice Bureau three times and they have never responded to me, so my advice is don't bother. You should have taken the police officers details and reported him to the council office and the police station.

...itely made our decision to Sell up we could go out today be stopped and police just issue fines for sake of it.

Obviously you speak perfect Spanish as you say the officer was making arrogant threats, and saying they are corrupt, in my 25 years plus years in Spain I have never had a problem with the police always found them courteous and helpful.
