My personal opinion, nothing will change. The Spanish minister who said this, said it in a way that he would like this to change, not that they are working on changing it.

It is what it is, just need to start live with it.

Totally agree that this is a Shengen rule, however, there are a number of countries who rely heavily on tourism and the money that brings in so Spain would not be the only country to support this initiative 

I would not rule this out at all although it may take a couple of years to actually happen...
