I can't help with the IBI & Ayuntamiento de Mazarron because I asked my solicitor to deal with the change of DD.

I have not heard of any penalties for closing a Spanish bank account.

Others may have more info on both the above.

I've known people with the same experience as mentioned elsewhere in this thread, where the bank paid direct debits, etc. after the account had been closed. I expect the only way around this is to notify which ever organisation that you have set up direct debits with that you are cancelling those and, where applicable, set up new ones with your new bank.

The direct debit guarantee which we have in the UK doesn't apply in Spain; however, if you could prove to the bank that you instructed a third party (copy of email, etc.) not to collect and then they did, the bank should refund you.

I've not heard that banks in general can charge penalties for closing an account. However, if you had a special offer which provided you with better rates, no fees, etc depending on you staying with them for a defined period, or something similar, and the penalty was set out in that agreement, then the bank would have the right to apply a penalty.
