Gloria, I don't think it's as clear cut as that. - it depends surely on a number of circumstances. Old, vulnerable people,/ people who cannot be left alone, can accompany driver. Maybe a taxi driver, Social worker, religious worker, etc.In the last couple of weeks I noticed a new "family" of Spanish. - 4 adults move into my street. They are not permanent residents, but I have seen 2 of them previously,so maybe owners of a holiday home ? However, on Sunday while I was sitting in my front enclosed patio, I saw one of them go out in the car on short journeys a total of 6 times ? Not spying on neighbours but when everyone else in the street is staying in the house, it is so obvious they are not . On 2 occasions he took passengers out, and one occasion brought one back to the house. I would not like to challenge him because I don't know the circumstances or necessity of the journeys, but suspect socialising, I may add no masks worn, and passengers were in the front seat. People must be allowed to do what is allowed.

If they've arrived since the lockdown started, you should report them.

No, Tony, - you just do not know peoples circumstances. If they weren't stopped while travelling here, or were stopped and allowed to continue, they may have relative(s) dying or close to death. Would you ignore them because of lockdown ? You cannot police by judgement.

It is not for you to judge them, but to tell the police and let them investigate who they are and why are they there. It certainly sounds like they need some education on how they should be behaving, which makes them in my view a higher risk of being spreaders.
You only get one life and you should do what you can to protect that.

You are correct that we don't know their circumstances or whether or not the Police let them through.
If they are innocent the Police will probably know. If not, they broke the law and ARE endangering everyone around them.
Turning a blind eye, is NOT a good idea. The pic is a screen shot from the Murcia Today newspaper.

This requires more explanation.
If an infected person coughs, large droplets fall to the floor usually within a metre but microdroplets containing virus can travel up to four metres in still air.
If these virus born droplets are inhaled, then that is an airborne transmission.
Eventually, governments will realise that one or two metres separation in still air is not enough.
Surgical masks, the kind that pharmacies sell or sold, do not block microdroplet transmission, only the big droplets.
