Hi can anyone tell me , if my daughter has passed her UK diving test , but is not 18 until next year, would she be able to exchange her full UK licence for a Spanish one as we go through the residency process for December??

Her UK licence would not be valid in Spain before she is 18, and under current laws a UK licence cannot be exchanged after 31st Decemer 2020. If she is resident she cannot use her UK licence anyway, so it looks like she may have to take a Spanish driving test when she is 18.
