The state health service often uses private clinics for scans and the like, and as they are not on the state system the scan cannot be accessed online by a state doctor, thus they give a disc to the patient to take.
My doctors when I have had x-rays, ultra sounds and CRI scans have always had the details sent to them from the private clinics, so they can download and view them on their computers.
The discs given are basically for your own files, as were the old photo x-rays which were given to you previously, before the state systems were updated and computerised.
I still have some photo xrays in my medical file from 2004
