Many people do it anyway and it's only when you sell the house again that a lawyer has to do the paperwork to make everything legal (for a couple of 100 euros).
Its not the lawyer you have to worry about, its the report to the council, who will inspect all, and charge the taxes, which can be very expensive.
If the council deem the building work not to standard, or regs, down it comes at the owners expense.
