Non resident, no rental Income tax

Hi. Has anyone personal experience of this tax and how much it is please?
In addition, does anyone know how far back the tax applies, based on the fact we have no habitation certificates on D and the sector has not been adopted yet (if that's relevant).
The Cadastral Value for 2018 is showing as €77000 approx.
I have found a site that wi.l do the forms and submit for £35 and pay the bill for £12, in English.
