You should have been given a copy of the bill by your solicitor when you bought the property. Take this to the Council and they'll give you a DD form which you take to your bank. You don't get an annual bill as in the UK.
It appears that different ayuntamientos have different systems! In the past, in Cehegin, there was no notification, we just went to the office, queued up clutching last years bill for identification, and paid in cash. For the last couple of years, this system has changed. Now, we receive it in the post. The paperwork has bar codes, we scan it at the ATM outside our bank and the money is automatically transferred from our account.
Well, that's how it works in theory. In reality, we scan it, then we scan it again. Then we keep trying until there is a queue behind us all taking a friendly interest because many of them are clutching their bit of paper too. Then we go into the bank and tell Juan we can't do it. So, he comes out and scans it numerous times too. Eventually he manages it, we say thank you and leave and Juan goes back inside the bank. The next person paying their IBI scans their bit of paper, then scans it again until they have to go inside the bank and Juan comes out and ………..
We weren’t liable for it when we bought the property and it had been empty for years so no one had copies of anything! We’d had it 2 years before council tax kicked in. We literally just got the deeds.
Ha ha to Cehegin procedure!! Poor Juan!!
