Maybe a lovely chap but breaking the law if not legal, he is not insured to carry fair paying passengers risks having a heavy fine and his car impounded by the police.
Also taxi drivers in Spain have to pay a very large licence fee so he is taking income away from legally employed people.
Why should people come to Spain and think it is ok to break the law would they do this in there own country?

I don't know if he is or is not registered. From what you are saying I assume you know him and know that he isn't?
