Vehicle access tax

Last year we had to pay excessive fines for vehicle access which we didn't know we owed.We cannot get an answer out of the town hall or the bank as to how we can avoid this.We have asked Murcia town hall for a direct debit mandate but they just keep sending us last year's invoice
