does sector d have street ligths

we been told by few estate agents the parts secor c and all d have no street lights at night always in dark and no road signs
Nearly correct............
They have the actual street lights but they are not working.
At the moment lots of the street lights are not working on parts of Sector A.
Now what the reason is I have no idea.

Street lighting very hit and miss on C and D some parts very dark
