We had LOADS of problems with our IPTV (similar to yours) whilst we had AVATEL as our ISP, they are truly dreadful in every conceivable way! Often the speed tests were fine, but our IPTV provider advised they can throttle a connection to an individual device (as opposed to a whole house connection) and guess what uses the most bandwidth in your house, especially around 9pm!
Whilst the IPTV is now not 100% perfect (95% now probably) I believe that's largely the IPTV, as I don't think you can expect that be perfect for €20 a month for every channel you can think of + catch up!
We are now with FLEXA and they seem pretty good, I'd be happy to recommend. Only advice was we were offered an extra router (as we have a large house), which I declined as I thought it would just cost more, but the signal is a little weak in our living room, I wish I'd put my hand in my pocket and not been a tightwad!
