If you go to their website and then click on "Sede Electrónica", there is a list of possible actions, called "Catálogo de Trámites". As long as you have a Firma Digital or Cl@ve, you should be able to download and print off any of the documents. Hope this helps!

In case this is useful to anyone - I recently applied for Padron for the first time online (Torrevieja town hall). It took about a week. Can also be renewed online. Before all of this I used Costa Blanca Advisors to apply for our digital certificate in person on our behalf. They were extremely helpful and the digital certificate allows you to do lots online.
