Where can I get a copy of a birth registration

My friends son was born in Mazarron and is a British subject now living in UK. His British passport has expired and he cannot find his birth certificate/registration anywhere! We have checked with the UK Registration Office but it seems that his birth was not registered in UK. It wasn't obligatory apparently.
Can anyone advise me where we could go in Mazarron in order to obtain a copy? I'm not even sure if that's possible but I think that as he was born in Mazarron, his birth would have been registered there.
I do sincerely apologise if this is not the right place to ask but we are absolutely stuck, Im not a Spanish speaker and any advice would be greatly appreciated. Thank you for taking the time to read this.
