I have just bought a property in murcia and im finding hard getting in touch with the local water provider. I live in england and have sent them email after email.
Tell the solicitor that you used to buy the property to set up all your utilities.

Your solicitor should have set up your water, electricity and community charge accounts. It’s usually part of what they do whilst acting on your behalf. I would suggest to contact them. Good luck.
