Over €500000 you can get a Goldern Visa different rules completely

No, it's not an EU regulation. Each country can set up their own conditions. Spain has set their's at 500k€. It's lower in some other EU countries.

I feel sorry for retired Brits no longer being able to move permanently to Spain because their pension is insufficient. From Spain's point of view though, economically it doesn't make sense if you earn less than the threshold as demographically the cost to the state is higher the older you are.

You are mixing up obtaining a passport and Irish citizenship. To obtain a passport if your parents or grand parents were Irish is Ok and quite an easy application.

To get a passport through Irish citizenship is a different ball game. You must have lived in Ireland for at least 12 months and also  live in Ireland after obtaining citizenship

Nope. 

My Wife obtained Irish Citizenship and an Irish Passport (4 yrs ago) based on the fact that one of her Grandfathers was Irish.

She's never lived in Ireland.

I have an Irish passport because I was born there.

Great that's my dream gone my pension will only be 1100 euro's a month.Nowhere near 30 grand a year.

I am sure a lot of people would like to do that do you know where to start?

Ireland even Northern Ireland would be the first I suspect, but where else? I know Irish passports are available to people born in Northern Ireland but not sure if residents can get them.
